“A serious insult to the Filipinos, a mockery of our laws, and an outstanding conduct of public disservice!” said ANAD Rep. Jun Alcover as he expressed outrage on the manner that GPH Alexander Padilla asked for the release of Jovencio Balweg and other Maoist terrorist leaders arrested for violation of our country’s Revised Penal Laws.

“Padilla’s saying that he talked to the Department of Justice to facilitate or accommodate the release and not to object to the dismissal of the case against Jovencio Balweg (http://www.manilastandardtoday.com/insideNation.htm?f=2011/july/23/nation3.isx&d=2011/july/23)” is highly condemnable and speaks of sheer arrogance,” he said as he clarified that Balweg was then facing separate murder and frustrated murder cases before the Abra Regional Trial Court for killing his own brother, Fr. Conrado Balweg inside their family residence in Buanao, Malibcong, Abra, in December 1999. The warrant for his arrest was validly issued by Judge Corpuz Alzate, of the Abra Regional Trial Court Branch 2.

Jovencio, alias Ka Rudy and Ka Dawa, arrested by police operatives at a Satellite Market-Camp 7 in Baguio City, last May 2009 was positively identified by witnesses as the one responsible in the grizzly and treacherous murder of Fr. Balweg. the lone pro-democracy solon pointed out.

“This is not just a simple slap on the wrist but a strong one on the face of government and the sovereign Filipino people. Also, it is a parody against justice by a public official who took his oath of office to uphold the rule of law and constitution!”

Referring to a Presidential order to the DOJ for the withdrawal of all cases against the Morong 43, last December 2010; the release from detention of Angelina Ipong, Randal Echanis; and others facing criminal cases with the courts under the questionable and deplorable – “confidence building measures”, Rep. Alcover said “This is strike two against our country’s rule of law and justice system! Government’s knowledge and direct participation does not make it right nor does it correct a wrong and highly shameful act.”

“Why is Padilla too eager in seeking the release of Maoist terrorist personalities facing criminal cases before our courts, when he knows fully well that the Maoist terrorists CPP-NPA-NDF uses negotiations, including peace talks, not as a method of settling conflicts but an instrument of warfare!” he added.

“In the interest of fairness, Padilla must exert effort in seeking the release of BJMP Inspectors Erico Llamazares and Murphy Tujog, Jail Officer 2 Rogelio Beguntes and Jail Officer 1 Roland Bajuyo, abducted by the Maoist terrorist NPA in Bukidnon, last July 21. Taking the cudgels for just one side is grossly unjust and unfair, especially for a public servant like Padilla,” said Rep. Alcover.

“Where now is your assurance that government shall not budge an inch in protecting and preserving our country’s integrity and national territorial sovereignty?” asked Rep. Alcover as he pointed to OPAPP Sec. Teresita Quintos-Deles’ and Padilla’s words during a committee hearing conducted by the Committee on Peace, Reconciliation, and Unity sometime in March 2011. “What you just did is far worst and more damaging than the simple assurance you told me!” he added.

“As a matter of fact, this is giving away our country to the Maoist terrorist CPP-NPA-NDF in a silver platter! Isn’t Padilla and his accomplices in government liable for treason?” Rep. Alcover asked.
